Process for butting or drawing steel tubing

Hi there, everyone has been very so helpful on this site!

Question about drawing steel tubing to give differential inner diameters of steel tubing...see attachment or link. For this example of this bmx handlebar, is it safe to assume the tubing is first cut to size, butted or drawn to the specifications indicated and then bent? Would you expect shops to have dies and mandrels to accommodate 7/8" OD 4130 tubing?

I have been trying to find companies on the web that would have capabilities to do both these processes to manufacture some butted handlebars...Any suggestions?
