I'm having the exact same problem. Has anyone figured this out?

G simple is giving me a headache with importing tools. I am first off just trying to get the program to communicate with a sherline 5400 cnc benchtop mill. I am using a simple 4 flute 3/16 HSS endmill for cutting a small pocket in a piece of pine. Simple stuff.
I have drawn my part and am trying to get G simple to recognise my tool.
I went to tools - end mills fine and gave it the .1875 Diameter, the 1/2 " length and four flutes,
Next I went to tool holder in setup and attached it to T01
Finally I tried to make a simple 1 x 1 .25 pocket that had a .25 in radius.
Instead of auto select for tooling I choose the 3/16 (T01) for both the rough and finish cuts. It tells me that the tool is not recommended for the rough which I understand than... it tells me that the diameter is too large! I have no idea why this is.
The units are in inch, and the diameter is clearly suitable what on earth is wrong? please help!

If you're still having issues and can't figure it out, cambam is free for the first 40 uses which is quite a bit. Doesn't exactly solve your problem but if you're looking for some fully functional software it's worth a try.
