The only way to scale different amounts in X and Y is to first make it a block, then insert a new block, scaled by .5in X and .75 in Y. Then explode the block. AutoCAD will only scale uniformly on regular entities.
I have a dfx file that is appox 48" x 48" I would like to change the scale to be 24" x 36" can this be done in auto cad ?

Scale 48 x 48 by .75 = 36 x 36.
Then in 3D rotate along one edge by 48.1897 degrees. ARCOS(24/36)
Now project it to a flat surface, and the scaling is done.
