A fellow told me that Corel Draw (old versions like 6) had a good raster vector translator.

Even the latest version of Corel Draw comes with a program called Corel Trace. This is the program I use to convert images to DXF files. Several very good options for converting.
Just my few cents worth.

Corel Graphics Suite start at v8 and go up according to your pocket book; and you will be able to sort this out from your own computer and manipulate your images to your needs- find my post on the CNC plasma forum for converting to dxf

You can insert the image in autocad, by insert , image manager
and scale the image.
After, you redraw over the image.
But, if you have the dimensions on the image,
i think it is much easier to draw directly on autocad.
