Is it possible to redefine zero, on a imported part?

In CPlane,TPlane or GView you can place the origin where you like by hitting Alt+O and then snapping to the desired location.i normally find it easier and less confusing to XFrom the part to the desired orientation and position.

Just leave the part where it is relative to the World WCS and create new working coordinate systems around the part where you need them. This way if you have to bring in an up rev or you goof somthing in your virgin geometry or surfaces you are not going to have to go moving every thing around again.
That just my opinion I could be wrong for your situation.

You can transform geometry, but the specific method for this is WCS as Russler said. See HTH
