I have a need to cut some gears from hardwood, spur, interior and exterior ring and racks. pressure angle not important as long as they all match. The cheapest
program I could find costs $700 which is way too much money and, I am sure,
much more precise and complex than I need. I took a stab at designing from
scratch on cad but this seems stupid since its all been done already. Any help?

This was 50 bucks a few years back - now 77 - but seems to be stand-alone not a plug-in:

While the $77 dollar code sounds great, an inquiry tells me that a straight gear
rack is not possible. The other suggestion is an add on to Auto Cad. I use an IMSI product called Design Cad 15. Not compatable. Still Looking, Ralph
