That's good. If you aren't sending g-code to the controller telling the motors to move they should be locked if the controller is on. Turn the controller off if you want to turn them by hand.

What is it you are trying to accomplish? It is correct for the steppers to be locked when the controller is on. Are you trying to drive the steppers or use the machine manually? tell us more of your problem.
