The size of stock is it 3.6478 x 3.506 plus or minus .001 ?

Does your $10 each price include material? With the .001 tolerance the only ground flat stock I can find would cost about $12 just for material.

the holes and perimeter are the important part. you can use standard 3/8 sheet and leave the survaces unfinished
