WTF?

I've used Autocad a long time.... snap to grid is just one of those things you have to have.

I can't seem to turn it on in Turbocad to draw lines based on a grid. I can turn on the grid, I can toggle the "SNAP" thing at the bottom of the screen, but there is no effect on the cursor or on the beginning and end of lines.

This should NOT be this hard.

Any ideas?

I'm not sure witch version you're using, but on V12 Pro there is a no snap button that will cancel all the snaps. You have to click it off for your snaps to work. There is an option where you can have the no snap click off when you select a new snap.

You sure you haven't got the SNAP set to something minute (like 0.01) and the grid set to 10? would look like it wasn't snapping even though it was... just a thought. I only know ACAD, but you'd do something like "GRID 10", "SNAP 10", "SNAP ON" just to be sure, but it should be on with the "SNAP 10" command.
