A shop vac will work fine. If you want something a little better plumb in a drum so the coolant gets sucked into the drum and not the shop vac. Little extra protection if you are worried about sucking coolant through the vacuum.

Make sure you use ONLY the foam filter in it.

Don't add a paper filter (it'll just plug up right away)

Note:
If you don't use any filter you'll get quite a bit of spray
out of the exhaust outlet.

You will need to wash (degrease) the foam filter when it gets plugged up with 'slime'.
Depending on coolant dirtyness you might have to wash it out every tank full.
If it is 'clean' coolant, maybe once every 5-10 tank fulls.

A 'tank full' is when the floating ball inside the suction motor rises enough to plug off airflow.
(you'll know it when motor speeds up a bunch - no suction)

As an aside...

The Dyson vacuum cleaner was invented by a chap who wanted to reclaim paint from a painting shop. There's no filters, it works by centripetal (some folk call this centrifugal) force and you get 100% suction.. there must be industrial varieties of this system out there that will reclaim your coolant and give 100% suction 100% of the time without filters.

In the 30 years Ive been in this trade(a good part of it OD & ID grinding) seen a lot of ways to clean a coolant tank. From coffee cans to pump and filter rigs. The best, quickest and easiest was a vac head that sat on a 55 gallon drum. You rolled it up and sucked everything up,sour coolant, chips, sludge, nuts and bolts, that indicator tip you dropped, etc. Only drawback is having a way to handle a full drum, theyre HEAVY.
