I am relatively new to the machinist trade, so I am sure this is a pretty easy question to answer (although I cannot find the answer anywhere on the internet) but what makes a Jobber Drill different than an ordinary Twist Drill?

Jobber refers to the length. Jobber drills are what you would find at your neighborhood Lowes or Home Depot. There are also screw machine drills (shorter) and taper, aircraft, long boy drills etc (longer)

To add to Mark C.'s explaination, a twist drill is yes, the typical hardware store thing (in jobber length) theres also spade drills wich look like a flattened spade for example, the twist is just a way to describr the spiral flutes.. I don't know much myself, but I asked the same question a while back... A good look through the McMaster-Carr web site will tell you lots.
