Well it all depends on the size, what material you want to cut, etc.
Make a list:
3 axis drivers - Gecko, Rutex, Xytoplex, etc.
3 axis motors - Steppers, or Servos
Power Supply for Motors and Drivers
Breakout board - Parallel port to Driver Interface
x,y & z-axis - linear rail, guide or?
x,y & z-axis drive mechanism - ACME, Ballscrew & Nut
x,y & z-axis machining of bearing journals
x,y & z-axis bearing blocks
Spindle Motor and Drive Mechanism - Belt, Gear drives, etc.
Spindle Type - Sherline Commercial, Wood Router, etc.
Frame Material - 80/20, Jig Plate, Steel
Table for CNC Machine
Software - Mach3

Your labor is about the only stuff that is free. Have you tried searching through surplus or discarded equipment for any components?

You can get stepper motors from old photocopiers (Seemingly!)...look at this thread:
http://www.cnczone.com/forums/showthread.php?t=19362
You can build a small simple router for probably a good amount under $1000. Maybe under $800. But it depends on what it's like getting parts where you are. India's a big country so maybe you can find all you need locally, hence it'll be cheaper.
You said its for 'home', but what will it be used for...wood/metal?
What size do you need it to be? 10 ft long by 10 ft wide, or 3ft long by 2 ft wide....

If you just want a starter type, you can get away for a lot less money than that..I tossed together a MDF critter a while back, pretty cheaply,
a half sheet of 3/4 mdf, cabinet drawer slides [maybe $40], 1/4 threaded rod, real cheap driver kits [maybe $16 each?], battery charger power supply, and surplus copier steppers..
yeah, it's ugly and doesn't have great performance, not to mention backlash.. but it does go back and forth...:)
