Looking for a FREEWARE raster/bmp/jpg/wmf etc to vector(dxf etc) converter

Tried raster to vector time limited demo but found it did not 'fill in' dark areas just plotted round them.

Yup, I bought fancy adobe software for automatic vectorizing, and still keep going back to inkscape. I love the way you can tweak the parameters and customize it. That way you can either get rid of extraneous twgs in a photo, or choose to keep the whiskers of a kitten. Cool!
And of course the price can't be beat.
Hey you guys, go on www.inkscape.org (http://www.inkscape.org) and ask for a cutter/cnc interface plug in for inkscape. Maybe if enough of us beg, they'll do it!
Or if any of you are programers, somone who can make such a plug-in affordable, like $50.00 or so, will do well. (Hey, I can get a 32" cutter for $800 with signgo pro at my local duluthsignsupply.com, so why should I pay $500-4,0000.00 just for a cutter software that vectorizes?)

By the way, vectorizing IS just tracing a plotter/cutter path around an image. It doesn't fill in dark areas. That's the whole point of vectorizing.
