I want to be able to scan in a photo, change it to a cnc readable format, and run it without spending hundreds of hours redrawing it.
Any suggestions? (Other than wish in one hand...)

If you can live with zero to a couple hours clean-up, Corel Draw has a raster-to-vector converter that is not too shabby.
Earlier versions of Draw (8, 9, 10) can be had on Ebay for cheap.
