Then it seems like the transformer is connected to a rectifier to get DC out. The DC output from the rectifier is then (I think... a bit hard to see...) connected to a electrolytic condensator wich "flatten" the DC voltage. Allt these components are found in most power supply so that part is a power supply. After the condensator it is a bit difficult to se, if you tell me the name on the IC it might get clearer what this is...
