i need to make this:

which has the offset so i dont think can use a lathe because that would take a even amount off all sides and it needs to be more precise than a grinder thanks Mike

4 jaw chuck in the lathe, dial in the offset with an indicator is how'd i'd do. eccentric turning in the lathe is quite common, sometimes even on purpose :)
I you are doing a large number of them make a split sleeve to grip them. Dial the offset on the sleeve in the four jaw, bore a hole 2 or 3 thou larger than the O.D. of the work piece and cut a slit in the sleeve. Now you can grip them correctly off center in a three jaw and do not have to dial every one. In this context even five could qualify as a large number.

you can do that off center a peice of work in a lathe.... wont it be unbalenced???? Thanks Mike

yup. when something is out of balance, you slow the machine down until it doesn't matter. in extreme cases, like a big casting fixed to a faceplate, you use counter weights. for those pieces just don't run full speed - you'll know soon enough if you are running an eccentric job too fast :)
