How does one change from full step to half step and so on?

What are the benefits and disadvantages of changing steps?

My 3-axis CNC mill is fully functional now. Setting the max speeds and accel and decel were somewhat of a challenge. Each stepper has different settings for speeds. Is that normal?

It is normal because each axis has different drag etc.

Changing from full step to half step and others are done at controller level. Mine can be set to full, half & quarter step. Going from full step to half step reduce your step size by half. It also 'suppose' to minimise resonance (smaller steps instead of large once) but depends on controller design. OTOH, your PC need to send double the number of pulse for the same distance.
