"No input signal" is typically the sort of thing the LCD monitor says when it is powered up, but it is not receiving any VGA signal from the computer. This usually means either that the computer did not begin to boot, or that the VGA cable from the computer to the LCD panel is loose or disconnected.

Is the CPU fan on the Celeron or AMD processor (upper center of the motherboard) running?

If you wait a couple minutes, do any lights in the jog panel (other than the spindle 100% and CW lights) come on? At that point, if you release the emergency stop, can you switch to Continuous jog mode and jog the axes around?

If you can do those things, then it is just a display problem: probably a loose VGA connection.

If the other jog panel LEDs never come on, and you can't jog, then the computer is not booting. In that case it is probably a motherboard issue, though it could just be the MATX power supply in the console. The power supply is less likely in your case, if the console fans keep running, but it is not out of the question.
