Very simple test
give the person who claims to be a machinest a 3"-4 round 4-6" long part,
give them a print with some flats , holes ods and ids counter bores, then throw in a few angled holes.
show them the hand lathe, and the mill and the tooling and walk away, give them the day and if they succeed Hire them, Thats the best test ever.
if they can do that you have a very good start, if they cant you have a useless machinist and you have a button pusher. in that case give them a magizine and a chair and show them the little green button
Dont worry about the red one as it will be too late by the time they figure out whats going on.
or if they dont succeed show them the door.
