I did found what my problem was, the pin nunmber was reversed.
Switch pin 1 with pin 13, pin 2 with 12, etc. |

Hey guys,
After more voltage checks I came to the conclusion the BOB was bad. I'm assuming it had a blown chip so pins 6 and up didn't work. Got a new one, works great!
Im designing a new machine so i'm relinquishing my newbie title
