I think it is like this: if the software indicates 100 steps, the motor moves 1000 steps (with 10x multiplier). So the resolution gets 10 times worse, but it allows you to move 10 times as fast with the same step rate. Also, since the drive itself still sees the full resolution of the encoder, the accuracy of the system is not worsened. So better to use a 2000 line encoder with 10x multiplier, than a 200 line encoder with 1x multiplier.
