I don't know if you got this working or not. Here's some things I know about what you're trying to do:
Al is right, your key is working properly if you can write your programs on your PC. Most versions of RS Logix 500 come with RS Linx Lite which does not require a key.
As I understand it, the 1747-PIC does not work in most cases with Windows XP service pack 3 installed. I have heard that you have to roll back to service pack 2 if you want it to work.
The 1747-PIC will not work through a USB-Serial converter.
Al is also right about the 1747-PIC driver taking "full control" of your serial port. You will probably have to uninstall the driver or restart your computer to get other serial port applications to work properly.
I can't remember exactly how, but it's best to uncheck "run RS Linx as a service" because it will always run in the background on your computer otherwise. I think the path is
Programs>Rockwell Software>RS Linx>Options or utilities (??? something like that)
There is a 1747-UIC interface that works through the USB port.
