Looks like a nice machine, The vacuum table alone is worth big bucks! That is an old Allen-Bradley control, They never did manage to break into the CNC control market, in spite of trying. It looks like the Z axis is just point to point positioning and it looks like the PC is just for program download.
As Hu said it looks like a good retro-fit candidate and put a Z axis servo on it and a VFD on the spindle.
