Can you provide us with the details parameters at the CNC and PC?
Also, you can get an RS232 line tester to verify you are using the correct comm port on the PC. Using a tester, you can punch from the CNC and see activity at 1 end; and then put the tester at the end of the cable to confirm data flow to the end.
