In deference to Neal, check two things first. (1) did you use the transport counterweight bars when you moved the machine and remove them before starting up the machine? ( not likely, but possible) (2) Check that the counter weight is free, it almost shounds like something is jamed below the counterweight or something is amiss with the chains.
THEN do as Neal says.
