Torque drops off rapidly as rpm's increase. Increasing the voltage lets the current flow through the motor faster, maintaining more torque as rpm's increase. Generally, useable speed is proportional to voltage. If you double the voltage, you can roughly double the useable rpm you'll get out of the motor.
