Low speed chatter

I'm driving a 4.8 amp 1.8 v motor with 28v power supply. I have great power and a smooth movment at high speed but just chatter at low speed. Do I have to multiply my steps by 10 because the drive is a 10 microstep driver. I'm using CNCPRO
