Once again... We have no idea which version of Mastercam you have, so we'll all guess at the solution.

If You have a solid model you can do a "Feature Find" on the Solid and Find the Holes. Then you can supress the holes. With this you can turn them on or off as you need.

If you have surfaces you do it different.
