As history will show, the majority of any working class race subsidizes the majority of all minorities. Singling out 'whites' as the kWhr price benchmark divider, is a bit incendiary, but reflects an NPR stylized conduct in blame ethics.
Had Bush not put a stop to the burden on some power plants, which would pass that burden on to the consumer, NPR would still be the acting smear merchant against his administration not controlling energy cost. Similar demands like this were set on the auto industry to mass produce electric cars by a certain date. But the cost and lack of scientific advances take precedence as facing reality set in. It is like the NPR supporting left preference would be to have a company roll up and die as justice for impractical expectations regardless of cost. Oh, I forgot......this could be subsidized too since it can't support itself.
NPR's idea of Paradise: First a Nanny state, then a Sugar Daddy state. Socialism means never being WEANED FROM THE TIT!
