If not, you'll be happy to know that the system you're putting together will likely run at 3.0 GHz without a problem, maybe 3.2 GHz if you're lucky with stock cooling, and likely 3.5 GHz or faster with a good cooling solution (like the watercooler in my avatar )
My other comments: You may be better off to build a dual processor machine, especially if your 'graphics' program(s) can take advantage of it. You won't find a smoother running machine than a dually. Take a look at the MSI K7D Master-L with a couple of low-speed TBred B processors (like the 1700+) If your program is SMP capable, that system will be cheaper than the P4 system and have tons more processing power.
Also, I would always recommend buying quality, name-brand motherboards. My favorite brands are Abit and Asus, although there are plenty of other good brands.
